Description of secondary
school system
Secondary education is divided into junior (Sekolah Menengah
Tingkat Pertama -SMTP), senior (Sekolah Menengah Tingkat Atas -SMTA) and
vocational/technical education. Junior secondary school covers three years.
Senior secondary school also covers three years. There are several types
of school. Sekolah Menengah Atas is divided into three sessions. In the
third year of senior secondary school, students choose between life sciences,
social sciences and languages (Bahasa). Graduates of the senior secondary
schools obtain the Surat Tanda Tamat Belajar Sekolah Menengah Tingkat Atas
which is a prerequisite for access to higher education (together with an
entrance exam). Technical/vocational studies consist in commercial courses,
home economics and three- to four-year senior secondary courses to train
students up to the level of trade technicians.
Structure of system
There are six types of institution: Universities, both
private and public, which are recognized by the Ministry of Education and
Culture; technical institutes, three of which have the same status as universities;
teacher training institutes (Institut Kegurun dan ilmu pendidikan or IKIPs)
which rank as universities with full degree-granting status; Islamic institutes,
which have the same rank as universities but come under the Ministry of
Religious Affairs; single-faculty academies which offer diploma/certificate
technician-level courses; and polytechnics, which are attached to universities
and provide sub-degree junior technician training. The Ministry of Education
and Culture, through the Directorate General of Higher Education, exercises
authority over both state and private institutions. State institutions
are financed by the central government, although provincial governments
may also provide funds.

Stages and Organization of Higher Education Studies
Higher vocational/technical studies
Higher technical/vocational education is offered by Akademi
and Sekolah Tinggi, which are single-faculty academies which offer diploma/certificate
technician-level courses and in polytechnics. They provide non-degree training
and confer diplomas relating to the number of years of study (DII, DIII,
DIV).
University level studies
Stage 1: Sarjana (S1)
Description: The sarjana satu (S1) is awarded after four years of uninterrupted full-time study at a recognized university. Students must obtain 144 credits. For medicine and other professional courses, an additional two to six semesters must be added. Degree certificates usually bear the inscription sarjana followed by the subject. A minimum of 144 credits are needed to graduate.
Stage 2: Magister (S2)
Description: The magister (S2) is awarded after a further two years' study plus research. Some 30-60 credits beyond S1 are required to graduate. Admission is competitive.
Stage 3: Doktor (S3)
Description: The Doktor (S3) should take another six to
ten semesters of research but in practice there is little opportunity to
continue direct from a magister course to a doktor course in the minimum
theoretical time. Most awards are given to established academics and other
researchers. 40 to 53 credits are needed to obtain the doctor's degree,
12 of which are research credits.
Teacher education
Training of primary/basic school teachers
Primary school teachers are trained at IKIPs and at university in faculties of education (DII level).
Training of secondary school teachers
Junior secondary school teachers are trained at post-secondary
level in two-year programmes at IKIPs leading to the award of a diploma.
Both diplomas (DII, DIII) and degrees (SI, SII, and SIII) are conferred
to IKIP graduates. Each programme includes twenty credit hours in education
and entitles graduates to teach according to their qualifications. Education
students are awarded a teaching certificate (AKTA I to IV) together with
their diploma or degree. Senior secondary school teachers are trained at
post-secondary level in four-and-a-half year courses at the IKIPs leading
to the award of the sarjana. Faculties for technical teacher training exist
at several IKIPs, awarding diploma and Sarjana qualifications.
Non-formal studies
Distance higher education
Universitas Terbuka offers open-learning programmes in teacher training and education, economics, mathematics and natural sciences, and social and political sciences. It offers S1 sarjana degree courses and non-degree diploma courses.
Other forms of non-formal education
Departments of extramural studies in some universities
offer non-formal studies.
